Does a real estate person disclose a potential buyer?

if there are any child molesters, drug addicts, or drunks in any certain neighoborhood, or is it up to the buyer to ask the Police Department, will they disclose it? How do you find out if you are moving into a good or bad neighborhood? I know a person has the right to drink in their own home but if the cops gets called to their house 3 times a month causing trouble can I find out, or trouble making kids?
