Clothing help???

Okay, well i'm really petite (i'm 14, 5 foot tall, and my hips are like 30).....and my cl is goin on a field trip to a courthouse and we need to wear something dressy-like a skirt with a nice top. My problem is that all the skirts in the childrens section are too kiddish and hannah montana and cheetah girls, but the juniors rarely fit me. I'm kind of stuck and i cant find anything!! I've been to: dillards, macy's, target, old navy, aeropostale, sears........nothing has nething? ANY HELP PLEASE!!?
